Czech licensed patent: information support platform for municipal security (2021)

In the field of security and crisis management, technological solutions that facilitate and streamline the management and protection of the population are increasingly gaining ground. One of these innovative tools is the Municipal Security Information Support Platform, which was developed in 2021 as a web application aimed at creating modules for registering important Points of Interest (POI) and their specific attributes. This tool is beneficial not only for crisis management, but also for the daily administration and organisation of public protection.

Functionality of the platform

The platform enables efficient management and registration of Points of Interest (POI) within the municipality, which includes a wide range of important locations, from health facilities to crisis sites. The system provides a simple and intuitive way to create, edit and delete POI records and their specific attributes. The entire process is done in a clear tabular view that makes the application easy to work with. In addition to the records themselves, the platform also offers the ability to display these points on a map, which significantly increases the clarity and accessibility of the information.

An important part of the application is the flexibility in setting the levels of information sharing. POI information can be shared at three levels:

  1. Private – only for designated users.
  2. Public for logged in users – sharing with other entities that use the application.
  3. Public for non-logged-in users – for the general public.

Furthermore, attachments such as important documents or plans can be added to individual points of interest, which greatly increases the information value of the system. This functionality is ideal for crisis management, where quick and clear access to important documents is essential.

Spatial presentation of POIs

One of the key features of this platform is the ability to spatially present points of interest. This functionality allows users to visualise POIs on a map, which is essential for quick decision making in crisis situations or security planning. Given the growing trends in geo-information systems (GIS), this spatial display capability is timely and beneficial as it enables efficient analysis and management of information in a geographical context.

The entire process of presenting information, whether in tabular or map display, is designed to be as user-friendly as possible. User-friendliness is reflected in both the design of the application itself and the ease of use. This approach ensures rapid adoption and effective use of the application by a wide range of users.

Building on previous research and projects

The platform is the result of ongoing research and innovation in the field of municipal security, which is based on the project TP01010006, specifically on the sub-project 02/1/2020/GAMA2 “Information Support Platform for Municipal Security” at Tomas Bata University in Zlín. This project focused on the commercialisation and development of applications for crisis management and municipal security, which demonstrates the high potential of this platform for wider practical use.

Relevance for practice

Information support for municipal security is crucial for effective crisis management and population protection. The platform provides a tool that enables municipalities to respond quickly and efficiently to crisis situations such as floods, fires or other emergencies. By clearly registering and mapping points of interest, emergency services can easily identify key locations and respond with maximum efficiency. In addition, sharing information between actors and the public contributes to better coordination and communication, which is essential for crisis management.

The Municipal Security Information Support Platform is an innovative and practical solution for effective administration and crisis management in municipalities. Its flexibility, user-friendliness and ability to spatially display points of interest make it an ideal tool for modern public safety and security management. In addition, this system, building on the research results of Tomas Bata University, represents a significant step in the commercialisation of technological innovations aimed at ensuring safety and crisis management in municipalities.
